The Panel posed a series of searching questions for Mr Boutcher, who was appointed Deputy Chief Constable in 2014 and has been Temporary Chief Constable since June.
Mr Martins said: “Jon has done an excellent job since joining Bedfordshire police and brings valuable continuity in a period of fast moving change, driven by the financial situation and the prospect of a further 25-40% government police funding cuts with the Chancellor’s spending review this autumn.
“He worked with the previous Chief Constable Colette Paul to develop both the new policing model and the five year plan and, quite simply, he knows the issues facing Bedfordshire and demonstrated that most effectively in front of the panel. I am confident that he is the right person to be at the helm, plus he enjoys widespread support amongst officers and staff – which is absolutely vital.”
Chief Constable Jon Boutcher said: “It’s a privilege to serve the people of Bedfordshire. We know there are challenging times ahead but the commitment and professionalism that are so characteristic of this force mean that I am nonetheless really relishing the prospect of leading the organisation.”
Olly Martins added: “I am pleased that the Police and Crime Panel supported my proposal and would like to thank them for their scrutiny and input.”
